Artificial Intelligence Usage in Indian Military

It is concerning to note Nicolas Chaillan, Pentagon's first chief software officer's anguish when he resigned, protesting against the slow pace of technological transformation in the US Military.  Chaillan blamed Google's reluctance to work with the government. He rightfully expressed his sadness when he said the USA has no "competing fighting chance against China in 15 to 20 years". Chinese companies' obligation to work with the government helped China to push AI research and make massive investments. He also bemoaned military officials being made in charge of cyber initiatives where they have no experience. 

USA has the most sophisticated military technology in the world. If Chaillan feels the USA has lost the AI war to China, where does Indian military stand in terms of technological capabilities.  Indian Military technological capabilities and cyber warfare are way behind since we do not even have an ecosystem to glean data from. China has its own social media, search engine, ecommerce platforms and they work with the government. That data is available for the government to do advanced research and augment its cyber offensiveness.

Even the USA, Russia, and Korea have their own ecosystem of digital products. India is entirely dependent on U.S. technology companies' capabilities, and that is where India will fall behind since these companies are reluctant to share data despite the government's passing rules. India needs its own search engine, its own ecommerce store, its own social media, and they need to work with the government. Then and only then can India leverage its human talent in artificial intelligence. 

An HBR study in February noted that there were 45000+ research papers from China, 25000+ from the USA and close to 10000 from India. Despite this, Nicolas Chaillan has said that the USA has lost the war and that the USA is way behind China for 15-20 years. In 2018, the Defence AI Council (DAIC) was constituted  under MOD.  Maj.Chakravarty said that China spends 9 times more than India on AI&has 7 times more people than India in AI. China has 154 end-user robots,55-Japan, 40-USA and 4 in India.
